Man arrested in USVI for allegedly masturbating in front of woman

Police in the US Virgin Islands (USVI) have arrested a man accused of masturbating in front of a woman’s doorway.
Omarion Webbe is charged with indecent exposure and unlawful sexual contact in the first degree.

The charges stem from an incident that took place at the Harbor View Housing Apartments on St Croix on Tuesday morning. The victim told police that she arrived at her apartment and was placing her groceries inside when she felt someone grab her right buttock. She initially thought that it was someone she knew but when she turned around she saw an unknown man with spiky hair with gold tips. According to the woman, the man dropped his pants, exposed his genitals and began to masturbate in front of her. She told police that she was in fear that he would harm her and although she tried to close her front door, he placed his foot in front of it to prevent her from doing so. The man eventually ran away when the woman screamed.

The victim told police that while she did not know the individual personally, there have been several complaints in recent weeks of a man masturbating in front of different apartment doors. A neighbor later told police that they overheard the woman scream and when they stepped outside they saw a man with blondish twists running away from her apartment.

When police made contact with Webbe, he began yelling profanities, shouting “I’m not going nowhere. You’re going to have to kill me!” He was arrested and transported to the John Bell Correctional Facility to await his advisement hearing on Wednesday.

At that hearing, bail was set at $35,000 and the judge ruled that Webbe must post the full amount in order to be released. He must also provide the court with the name of a suitable third-party custodian who will have to be vetted and approved.

If he is able to post bail, Webbe will be placed on 24-hour house arrest. The defendant has also been ordered to remain at least 1,000 feet away from the victim and has been prohibited from entering the housing community. He is to have absolutely no contact with the victim or any witnesses in this matter.
